The purpose of the Logistics Manager is to ensure the logistical set up in Ethiopia is according to NRC standards and to support programme/project implementation.

Generic responsibilities

  1. Ensure that country set up comply with Logistical Handbook, NRC policies and donor requirements
  2. Implement NRC’s logistics systems and procedures
  3. Training and support of line managers and staff with logistical responsibilities
  4. Management of the logistics team
  5. Ensure anti-corruption focus in procedures and trainings
  6. Establish filing systems/archives according to NRC standards in all offices
  7. Initiate and maintain necessary leases, licenses and contracts with relevant authorities and suppliers
  8. Provide regular analysis and reports
  9. Promote the rights of IDPs/returnees in line with the advocacy strategy

Specific responsibilities

Logistics Management – Reporting – Project Management

  • Create and develop area office logistics departments as per the country strategy for 2022 and following years
  • Supervise the setup of the supply chain from Country office to Area offices, and from Area offices to Fields offices
  • Support program managers in the various phases of the project cycle (procurement plan, client-oriented logistics strategy)
  • Define and develop logistics training and capacity building for all logistics staff
  • Manage performance and staff development of staff under his/her responsibility
  • Ensure the monthly logistics reports are submitted timely and feedback shared with logistics staff on logistics KPIs
  • Analysis of the logistics reports to highlight achievements and challenges with action points
  • Project management and roll out of global projects related to logistics and supply chain

Procurement

  • Implement effective procurement planning with the aim to establish a reliable, consistent and effective supply chain
  • Actively work with Area Offices and Specialists to standardise specifications and evaluation criteria across the operation
  • Drive the identification and establishment of procurement categories that will benefit from the contracting of long-term/ framework agreements
  • Provide regular and accurate country wide reporting of upcoming/ current procurements to budget holders and finance teams
  • Push the reduction of lead times in the procurement process while improving the quality of the process

Warehousing

  • Ensure that NRC’s system for stores and warehouse management are in place for receiving and dispatching items
  • Identify areas in which NRC would benefit from centralised warehousing and distribution
  • Improve the accuracy and frequency of stock reporting
  • Enforce routines to prevent the build-up of dead stock
  • Conduct spot checks on storage points around the country

Asset management

  • Ensure that NRC’s system for asset management are in place for tracking
  • Implement a centralised asset registration mechanism for new assets and lead the clearing up of existing asset tracking lists
  • Consolidate and standardise assets across the different categories and offices
  • Establish routines and maintenance contracts to ensure that assets are correctly maintained in line with manufacturer instructions
  • Implement mechanism for planning the replacement of assets and eventual disposal

Fleet management

  • Ensure that NRC fleet management systems are in place for a safe and cost-effective fleet management
  • Implement vehicle reporting and tracking platform to improve reporting and visibility
  • Ensure that routines are in place for the induction and training of all drivers to ensure drivers are aware of their responsibilities and drive in a safe and economical manner
  • Improve the availability and effectiveness of the existing fleet

Generic professional competencies;

  • Bachelor’s Degree in procurement, logistics, supply chain or related field
  • Minimum three years of experience from working as a senior Logistics Manager in a humanitarian/recovery context
  • Experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge and skills in market assessments, analysis and cash-based interventions
  • Knowledge about own leadership skills/profiles
  • Valid driver’s license

Context/ Specific skills, knowledge and experience:

  • Knowledge of the context in Ethiopia
  • Fluency in Amharic and English, both written and verbal.
  • Able to work well under pressure and frequent travel to field offices
  • Keen to work in a busy environment, and take pride in working hard and achieving results
  • Strong computer skills, especially in Excel and web-based database and use of email
  • Ability to follow policies and procedures and work systematically
  • Able to work in a team, and motivate others
  • Able to analyze information, prioritize and take decisions and responsibility
  • Excellent organization and planning skills

Additional Information

Duty Station: Addis Ababa, Ethiopia.

Type of Contract: 12 months renewable based on funding and performance

Salary: Based upon the NRC grading Scale

Travel: 30%
