Job Description

Position Summary

Canadian Feed The Children Ethiopia is looking for an experienced, business savvy, Program Manager to lead the day to day management of all aspects of the SHINE project in Ethiopia.  Specifically this role will work alongside our partner organizations to facilitate project planning, implementation and monitoring of the SHINE project, ensuring it delivers on project goals and objectives, with special focus on integrating gender equality into all aspects of the program.

An ideal candidate will have a mix of experience managing donor-funded international development projects, and experience and passion for business incubation and entrepreneurship.

Areas of Responsibility

  1. Assist in development of the Project Implementation Plan (PIP) – including qualitative and quantitative indicator identification, evaluation framework, gender strategy, environmental risk mitigation etc. in collaboration with theRegional CFTC Team, implementing partners and members of Home Office team
  2. Ensure that project workplans, budgets and reports are prepared according to the CA, accurate and in their required formats – for two implementing partners and EARO office.
  3. Analyze implementing partnersplans and budgets, as well as narrative and financial reports and provide feedback and recommendations to partners and CFTC on findings.
  4. Work with the Project Finance Officer to monitor the disbursements of project funds to the implementing partnersand follow up to ensure that the funds are used and reported on in compliance with the CA and CFTC’s financial management policies.
  5. Undertake performance monitoring of partners activitiesto be able to verify reports are accurate and in line with the Project Management Framework, and highlight successes, challenges, and lessons learned to integrate back into the program.
  6. Be passionate and excited about business incubation, and comfortable working with our partner organizations and communities to ensure they full understand the model used in the project. Keep up to date with the latest developments in the business incubation field to help build the knowledge base and suggest ways to improve the design using best practice in this area. In particular seek ways to integrate gender into the business incubation model.
  7. Provide technical support and advice in gender equality aspects of the project to partners to improve theircapacity to deliver on the gender responsive project goals.
  8. Contribute to implementation of research, surveys and analysis activities in the Project Management Framework including baseline survey, annual reviews and endline surveys and analysis activities – working closely with partners.
  9. Assist in making sure that lessons learned are captured and integrated into improving the project design as soon as practicable. Ensure learning is shared with other CFTC staff, partners and stakeholders as opportunities arise.
  10. Prepare plans and reports to submit to government agencies responsible for registration such as the Ethiopian Charities and Societies Agency as needed.
  11. Perform project representative liaison roles as required by the Regional Team
  12. Perform all other related duties as reasonably assigned by the East Africa Program Manager.

Job Requirements

Knowledge and Experience

  • Bachelor’s degree, or just as valuable – and equivalent combination of experience and education in a relevant social sciences,gender,or business field with preference to those with training in business incubation models/approaches, an ideal candidate some of this experience would have been gained directly working with an NGO in Ethiopia.
  • Project management experience with projects over 100,000 CAD/year value required including:project financial management –budget preparation/analysis, project planning, monitoring, and donor reporting in English. An asset would be experience with results-based management (RBM) implementation, and working on major donor funded projects (i.e., Global Affairs Canada, USAID, DFID, etc.).
  • Experience applying gender equality approaches to program design and implementation, in particular for business incubation and agriculture projects.
  • Experience with program planning (theory of change, logic models, monitoring and community-led evaluation (survey, focus groups, interviewing, most significant change)
  • Preference to those with experience working in business incubation programs in Africa.
  • Project management training and certification is an asset.

Qualifications & Competencies

  • Ethiopian citizen or able to work in Ethiopia without additional permits.
  • This position requires a motivated and innovative person with strong program management skills and an ability to work independently
  • Proof of strong technical skills in gender equality, and small-scale business development is required.
  • Excellent interpersonal skills, ability to lead butunderstands and believes in community-led development.
  • Strong ability to communicate in written and spokenEnglish, preference to candidates who are also competent in the local language(s) of the project location.
  • Ability and willingness to demonstrate the CFTC values in every aspect of work
  • Ready to work additional and flexible hours when required, this may involve travel to other CFTC project locations and occasional travel to Addis Ababa.

Working Conditions

  1. This is an active role with the expectation that the Program Manager will be hands on in support of the implementing partner and serve as a technical advisor to the project.The project will be located in Southwest Shewa Zone, Oromia
  2. Though usually office based during reporting periods, home based work may be necessary due to COVID regulations and other disruptions.
  3. Travel is required, on a quarterly or more frequent basis within Ethiopia.
