Project Description

The five-year READ II project, funded by USAID, will boost the quality of literacy instruction and student support, reaching out to children at risk of failure and dropout caused by cognitive, emotional and physical effects of hunger, violence, and displacement. READ II seeks to better equip teachers with effective early grade reading instruction techniques and materials in seven mother-tongue languages and English, while simultaneously building a culture of reading in the school, home and community.

Position Summary 

The Amhara Regional Finance Coordinator will be responsible for managing project expenditure and accounts for the READ II Regional Office in Bahir Dar, meeting USAID requirements using EDC’s policies and procedures. He/she will work closely with the EDC Headquarter Finance and Operations Team and the EDC Finance and Admininstration Director in Addis Ababa to ensure regional implementation of finance and administration policies are followed. In addition, the Regional Finance Coordinator will also support the  Finance and Administration Director in the overall financial administration of the READ II projects, including but not limited to, reviewing monthly sample supporting documents for payments related to the 2 regional offices in Amhara.

Reporting & Supervison:

The Regional Finance Coordinator will report to the Regional Director and working closely with EDC’s Finance and Administation Director.

Job Description

Essential Functions

  • Analyze and manage the office budget; review ,approve and monitor the office budget progress 
  • Analyze and monitor spending 
  • Analyze and monitor terms and conditions of major vendors and consultants
  • Process check requests and wire transfers for payments to vendors in compliance with contract requirements
  • Review and process vendor and consultant fee payments in accordance with USAID and EDC accounting procedures and contract policies
  • Verify accuracy and completeness of all expense documents and process payments for all approved expenses within the Amhara region
  • Develops a system to monitor incremental funding and to ensure that additional funding is requested in timely manner 
  • Provide the  Finance and Admininistration Director  in  Addis Ababa with updated monthly  financial reports and biweekly funding requests
  • Supervise all transactions of the regional office
  • Prepare a quarterly budget forecast to be submitted to the Finance and Administration Director one month before the end of the quarter.
  • Ensure that finance documents are being scanned and uploaded into FileZilla on a monthly basis 
  • Ensure   timely    financial   process,   adequate    financial     records,    and complete disclosure    of financial transaction to meet reporting requirement for EDC and Donor
  • Oversee maintenance of regional office personnel information, contacts and contracts
  • Track leave days for regional staff in line with EDC’sPolicies and Procedures manual
  • Check requests for replenishment of petty cash fund, fuel fund  and other floats and facilitate timely replenishment
  • Verify and reconcile bank statements with book balances on regular basis to ensure proper cash monitoring.
  • Conduct vetting for all Amhara regional office payments in a timely manner 
  • Review advance accounts and ensure liquidation is done as per the P&P ManualSupport with procurementprocedures and ensure proper documentation and maintenance of files and inventory
  • Other tasks as assigned.

Qualifications

 

Qualifications

  • Bachelor’s degree in finance, accounting or management
  • At least 5 years experience in financial management, specifically in developing and managing budgets in international development projects
  • Excel expertise and other applicable computer skills
  • Proven experience working with a NGO registered with CHSA and being compliant with the 80-20 implementation- administration rule.
  • Proven experience of using QuickBooks , Advanced Excel,  Ms Word, 
  • Strong knowledge of USAID rules and regulations
  • Initiative and finesse with multiple tasks; attentiveness to detail
  • Strong spoken and written English skills
